At present, women’s health issues are being neglected, and the existing public welfare process for vulnerable groups is not service-oriented, sustainable, and has limited coverage. In order to make the public welfare process sustainable and better help the health of vulnerable women, this paper aims to optimize the public welfare process. The study utilizes literature analysis, field research, and data analysis to identify problems related to fund supply and follow-up feedback mechanisms in the traditional public welfare process. The study also aims to understand the factors that affect donor psychology and the real needs of recipients.By analyzing all stakeholders Involved in the public welfare process and designing user-specific apps and self-service devices for receiving sanitary napkins (terminals) in the public welfare process.This solution ensures that each stakeholder can get reasonable feedback and increase their willingness to participate in public welfare, thereby providing a replicable process for other public welfare programs and promoting public welfare for all. This paper highlights the need for an improved and sustainable public welfare process that can cater to the health needs of vulnerable women.
