In the past 20 years, the accelerating trend of economic globalization has intensified the transnational flow of talents and expanded the scale of the transnational flow of talents. Exploring the causes of the intensified transnational mobility of talents in recent years is conducive to formulating targeted countermeasures at the national level. This literature review will focus on transnational talent mobility in the context of globalization and explore how different research methods have uncovered the different motivational factors of transnational talent mobility. This study discusses the dynamic factors of the transnational mobility of high-tech talents from three themes: the pursuit of career development, the economic strength and social environment of the host country, family responsibility and cultural belonging. It is found that scientific metrology, CV analysis, questionnaire survey and interview are widely used to study the transnational mobility of high-tech talents. At the end, this study puts forward some academic suggestions for the future research of transnational mobility of talents.
